My dear Gent,
With reference to Sir George Cater's letter of the 28th July to Sir Alexander Caodgan, I am writing to let you know that the proposal to speak to the
President about the administration of Hong Kong in the event of its recapture by the Chinese was duly referred to our secretary of State but it did not prove possible to take the necessary action with the Americans at Potsdam.
Mr. Bevin has now directed that the matter shall be taken up through the usual channels with the United States Government
before approaching Chiang
Kai-shek.
